Accounts Payable Specialist

GENERAL DESCRIPTION OF POSITION
Under the supervision of the Finance Director, performs duties involved in processing all accounts payable transactions in an orderly, timely, and accurate manner. Perform other tasks, as assigned, that relate to the operation of the fiscal office.

- Facilitates payment of vendors, which may include verification of federal ID numbers, reviewing purchase orders, and resolving discrepancies.
- Operate computers programmed with accounting software to record, store, and analyze information.
- Check figures, postings, and documents for correct entry, mathematical accuracy, and proper codes.
- Comply with federal, state, and company policies, procedures, and regulations.
- Code documents according to company procedures.
- Records entry of, verifies documentation for, and distributes petty cash.
- Access computerized financial information to answer general questions as well as those related to specific accounts.
- Verify the accuracy of all bills, which includes ensuring computations, extensions, authorizations, and documentation are correct.
- Prepare a Payment Voucher for each bill, ensuring that it is complete and accurate.
- Prepare a voucher batch control sheet for each group of vouchers to be processed.
- Process the voucher batch through the GMS accounting system, ensuring that totals on all reports match totals on your batch control sheet.
- Complete payable process by stamping each bill or invoice paid; Distribute checks and file all reports and documentation.
- Process all manual and void voucher checks through the GMS Accounting System.
DESIRABLE QUALIFICATIONS:
Certified Accounts Payable Professional (CAPP) preferred. High school diploma or equivalent with Vocational/Technical School or College, or at least two years’ experience. Must possess valid driver’s license, vehicle, a good driving record, and appropriate vehicle insurance coverage.
Senior Energy Auditor/Quality Control Inspector
Weatherization – Energy Services

GENERAL DESCRIPTION OF POSITION
Responsible to the Weatherization Program Coordinator for the operational aspects of the Agency’s Weatherization Assistance Program. Duties include, but not inclusive to, home assessments, and scheduling of weatherization work and supervision of all field staff and subcontractors. Responsibilities include inspection of weatherization of homes, maintenance of necessary materials, tools, equipment, agency vehicles, and ensuring the proficient and efficient performance of weatherization work and attainment of monthly production goals.
Key Responsibilities
- Perform single and multi-family audits, major measure inspections, Quality Control Inspections, and specialty measures as deemed necessary. This includes but is not limited to pressure diagnostics, duct blaster and blower door testing, combustion safety, client energy education, and technical assistance and program advice to contractors and Weatherization program staff.
- Ensures inspections are completed in accordance to the DOE/GEFA Energy Auditor/Quality Control Inspection Weatherization Installation Standards and Work Practices and Policies & Procedures, Health & Safety, Lead Safe Practices and OSHA guidelines.
- Review all projects before major measure work order is issued, discuss findings with Weatherization Program Coordinator as needed, and recommend necessary changes for line items on work orders before they are issued.
- Responsible for assessing home weatherization needs and estimating weatherization job cost for review and approval.
- Responsible for scheduling appointments between approved weatherization clients and weatherization personnel for weatherization work to be completed.
- Communicate and coordinate with materials buyer to ensure timely supply of materials and equipment.
- Provide timely assessment reports to the Weatherization Program Coordinator.
- Responsible for the maintenance and accounting of tools and supplies used on each job site and office.
- Requisition weatherization materials.
- Responsible for assessing home weatherization needs and estimating weatherizaion job costs.
- Responsible for work trucks, including driving, driver safety, and maintenance sheets.
- Through Weatherization staff and support of the Weatherization Program Coordinator, monitors and evaluates safety practices and procedures with respect to weatherization installation procedures.
- Ensures that all forms are completed on the checklist for each house that is weatherized and that all files have the necessary documentation.
- Maintain confidentiality of client and personnel information.
- Enter data as required into databases
- Work with cellulose and fiberglass insulation, and two-part foam.
- Attends and participates in agency and weatherization meetings, workshops, training, seminars, and other activities as directed.
- Ensures compliance with all state and federal laws.
- Check combustion appliances and carbon monoxide testing to ensure customer safety.
- Conduct, complete, and perform health and safety inspections and safety meetings.
Desirable Qualifications
Associate’s degree and vocational training in the area of construction/carpentry and 5 years work experience in construction, weatherization, or housing rehabilitation. Construction technology experience and building science knowledge strongly desired. Work experience may be considered as a substitute for degree or vocational training.
Required and Mandatory Certifications at time of hire (CSRA EOA INC., will determine equivalency if needed):
- Mold and Mildew Training, and
- Lead Renovator’s Certification, and
- Lead Safe Weatherization, and
- One of the following:
- Building Performance Institute (BPI) certified as Building Analyst Professional, Envelope Professional, Shell Technician, and Heating Professional.
Mandatory Certification:
- Building Performance Institute (BPI) certified as an Energy Auditor with Quality Control Inspector micro-credential (required effective 04/01/2015).
Must be able to pass a drug screen and IDHS background check.
Ability to use sound judgment in settling priorities and making decisions.
Must be able to relate well to low-income and elderly clients.
Must have a valid driver’s license, transportation, and appropriate vehicle insurance coverage with a clean MVR.
Must be able to lift at least fifty (50) pounds.
Must be able to work in an outdoor environment.
