Director of Veteran Services
SSVF Program
Salary – $71,175
40 Hours per week
GENERAL DESCRIPTION OF POSITION
Under the direct supervision of the Executive Director, the Director of Veteran Services is responsible for federal, state, and local grant management received by the agency for the Department of Veteran Services. The Director will administer and manage programs, projects, and services by supervising staff, budgeting and budget management, contract and subcontract monitoring, technical assistance, staff training, community outreach and community building, and grant reporting for the purpose of developing and mobilizing resources in solving issues related to Veterans and their families, stimulating community engagement, and encouraging Veteran participation in all solutions/programs. This position advances CSRA EOA’s mission to empower individuals and families toward self-sufficiency through community collaboration and evidence-based service delivery. It ensures Department goals and outcomes advance agency strategic priorities in housing stability, economic mobility, and veteran reintegration and coordinates with other CSRA EOA departments to implement integrated service delivery models supporting whole-family approaches for veteran households.
Responsible for the programmatic and budget planning for the program and projects within the program, assists in grant writing, oversees day-to-day program operations, develops and maintains partnership agreements, collects data, reports on activities and outcomes, and analyzes and reports results.Works with Fiscal Officer to plan and develop the budget(s) for the Department and administers, monitors and controls budgets for all expenditures. Ensures compliance with and proper interpretation of all policies, procedures, program guidelines, laws and regulations.
Recruits, interviews, and makes recommendations for hiring, promotion, and termination to the Executive Director. Directly supervises case managers and program coordinators within the Veteran Services Department.Provides opportunities for staff training and development and conducts and facilitates training to teach policies and procedures to staff. Implements and evaluates staff, volunteer, and community training programs, including Results-Oriented Management and Accountability (ROMA), on an ongoing basis. Incorporates ROMA principles in planning, implementation, and evaluation of Veteran Services. Assists in agency-wide community needs assessment, strategic planning, mobilizing resources, and encouraging participation of the low-income community in programs and activities. And participates in the agency’s Strategic Planning updates, and Organizational Standards compliance reviews. Manages federal/state/local grant reporting on a monthly, quarterly, and annual basis, maintaining multiple overlapping grant cycles and assures that assigned grant administration activities meet all applicable Federal and State rules, regulations, policies and procedures. Prepares, maintains, and reviews operational and financial reports, ensuring accuracy and efficiency.

2. Skilled in planning, organizing, and implementing multi-level programs with minimal supervision.
Fiscal Management
1. Knowledge of nonprofit fiscal principles, budgeting, and resource allocation.
2. Ability to analyze financial reports and align expenditures with grant requirements.
Compliance
1. Strong understanding of federal, state, and local program compliance standards.
2. Ability to ensure alignment with CSBG Organizational Standards and ROMA frameworks.
Communication
1. Excellent verbal and written communication; able to engage effectively with staff, partners, and community stakeholders.
Technical Skills
1. Proficient in Microsoft Office Suite, Google Workspace, and virtual meeting platforms (Zoom, Teams, Webex).
2. Ability to maintain data accuracy in program databases and reporting systems.
Requirements
Bachelor’s degree in one of the social sciences or related field and administrative and supervisory experience in a public or private agency working with low-income citizens or at least two years of undergraduate work in social sciences, business administration, or a related field with at least two years of supervisory experience in a private non-profit agency serving the low-income population. They must have a valid driver’s license, good driving record, and motor vehicle insurance coverage.
